Titulo: Equity Vulnerability and Water Governance: Responding to Climate Change in the Peruvian Andes
Resumo: Inequitable water governance has made highland communities, small municipalities and poor urban neighborhoods in Peru’s RÃo Santa watershed highly vulnerable to climate change and has given rise to myriad disputes over water rights, allocation and contamination. Can inequities be attributed to the international and the emerging Peruvian water regimes? Both define water as an economic good, privilege expert management, and seek to override local water institutions. This paper addresses the equity implications of their approaches to water governance with particular attention to their respect for the rights, knowledge, perspectives, and environmental security of vulnerable groups in the Santa watershed.
